Can too many regulations get in the way of rapid development?
PM: In inception, when the market is still being developed, clearly there needs to be in place the rules of the game. As the market matures you introduce competition and competitive forces may have to determine the rules but at the end of the day it is regulation that is really making sure that the consumer gets value for money. In that respect one has got to then say ‘do we have enough competition where we can have choice – wherein the best service provider in terms of services and infrastructure will be the one to which the customers get attracted to in terms of price, quality and service?’ In that particular regard the market does regulation.
